Finance Committee Minutes
Town of Bellingham – Municipal Center
Monday, May 4, 2009


1.      FinCom Present:  Joseph Collamati, Gary Maynard, Roland Lavallee, Raymond Szczepan, Henri Masson, Toni Picariello

2.      FinCom Absent:  Carol Dill

3.      Meeting called to order:  7:15 p.m.

        Marilyn Matheau appeared.
4.      DISCUSSION WITH BOARD OF SELECTMENT & CFO
        Article 10, Capital Outlay

        There is no request for capital outlay at this time.

Roland Lavallee/Joseph Collamati motion to pass over this Article. VOTE:  6/0.


        Article 1 – Salaries and Expenses (and Mileage ($ .40/mile))
                Registrars clause

The state is going to be short in their budget and will be making more cuts.  The Town is asking the Unions/AFSME to roll-back their salaries for 6 months.  The town will be laying off part-time employees and the full-timers will be doing the jobs of the laid off part-timers.  The Police, Fire and AFSME School Clerical have not agreed as yet.

The Police have not  agreed to the changes in health insurance.  Their contract is up in June 2009.  Joseph Collamati mentioned that the Town could mention in the Contracts that there is no retroactive payments.

There were questions regarding the Town Carpenter.  Why is $4,800 listed for vehicle allowance when he uses and brings home a town vehicle.  This is "tool replacement".  The FinCom would like to know how much the "Town Hall project" cost, including salary and benefit cost.

        Since the Town does not have the approved Cherry Sheet from the State yet, the Board of Selectmen will be postponing Articles 1, 2, 3 and 4 to a date in June. The FinCom will make their recommendation in June 2009 on Article 1, 2, 3, 4, the mileage and Registrars clause.

        Article 2 – Trash Enterprise

        Article 3 – Water Enterprise

Raymond Szczepan/Henri Masson The Finance Committee recommends passing over this Article 3 until the continued Annual Town Meeting in June 2009.  VOTE:  6/0


        Article 4 – Sewer Enterprise

Raymond Szczepan/Henri Masson The Finance Committee recommends passing over this Article 4 until the continued Annual Town Meeting in June 2009.  VOTE:  6/0


        (Finance Committee)  Article 31, Unpaid Bills

        There are no unpaid bills.

Roland Lavallee/Henri Masson motion to pass over this Article.  VOTE:  6/0.


5.      GENERAL DISCUSSION
        A.      Warrant Article discussion
                Reconsider Article 25 - Street Acceptance

        Toni Picariello would like the committee to reconsider this Article because when the vote was taken on March 16th, she voted not-in-favor, because of the outstanding comments and recommendations for the planning board.  Since the March 16th meeting, the Planning Board recommended this Article.

        B.      Accept Minutes for April 6, 2009 (Raymond Szczepan).

Joseph Collamati/Roland Lavallee motion to accept the April 6, 2009 minutes with minor corrections.  VOTE:  5/0/1 (Raymond Szczepan abstained because he was not at the meeting)

        C.      ATFC Annual Meeting on 10/24/2009.
                A reminder to the FinCom Members.

        Joseph Collamati will be home from vacation between June 7, 2009 to 6/13/2009.  The next FinCom meeting will be scheduled for Monday, June 8, 2009.
